در قسمت شمالی محله ما، گسترهای از اراضی زراعی وجود دارد که شباهت شگرفی به زمینهای کشاورزی روستای همجوار دارد. این زمینها، به عنوان بخشی از تاریخ و فرهنگ دیار ما، قصههای را روایت میکنند که سالها پیش با حکمت و تدبیر مردمان آن روستا آغاز شد. اهالی این روستای شایسته نائل آمدند؛ چراکه با تقسیم عادلانه ی این زمینها و تلاش برای کشت و کار بر روی آنها، نه تنها سیرت خود را غنا بخشیدند، بلکه به تداوم حیات اجتماعی و اقتصادی خود نیز کمک کردند. در مقابل، ما به عنوان ساکنان این بیشتر به پرورش احشام محل بوده و اراضی زراعی را تنها به عنوان مکان و سکونتگاه چرا مشترک مینگریم، بنابراین باعث میشود که این اراضی و حقوق ناشی از آن به شکل قابل توجهی تفاوت داشته باشد. با آغاز جنگ ایران و عراق، برخی از اهالی محله، بیتوجه به حقوق جمعی و انضباط اجتماعی، به تصرف بخشی از این اراضی پرداختند، عملهایی که نشان از غفلت از آگاهی اجتماعی و درک مفاهیم از حقوق دارند. تحولات این دو دهه بیانگر آن است که حکمت و عقلانیت، در برابر چالشها، هرگز به جای خود را به هیجان و بیتوجهی نمیکند. در سالهای اخیر، ایجاد موقعیتهای نامنصفانه و بهره برداری از خلأهای قانونی برای برخی از اهالی، توازن حقوق فردی و جمعی را بر هم زده و ساکنان محله را به چالش کشیده است. در این میان، اداره راه و شهرسازی، مدعی مالکیت این اراضی، در واقع گرفتار تناقضاتی است که ایجاد کرده و با ادعای حقایق ساختگی، خود را باید از دست دادهاند. این وضعیت نه تنها به زیان افراد آگاه و قانونمدار خواهد بود، بلکه ممکن است به نابهسامانی و تنشهای اجتماعی در کسانی که به این سرزمینها وابسته هستند، بینجامد باشد. پس، به عنوان گروهی فرهیخته، بر آن شدیم تا با شورای استان، به دقت و تدبیر به رأس امور پرداخته و بر این باوریم که عقل و تدبیر، باید راه حلی عادلانه و منطقی برای بازگرداندن اراضی به حقیقیها بیابد. در غیاب این عقلانیت، خطر ممکن است به عنوان غیرقانونی تلقی شود و عدم رعایت حقوق جمعی به عنوان یک معضل در زندگی روزمره ما سایه افکنده، ما را به چالشی عمیقتر فرا میخواند. در این راستا، باید هرچه زودتر اندیشید و برداشتهای عقلانی و اخلاصی از واقعیتها داشت تا بتوانیم قلمههای خود را بر شجرهساز رابطه انسانی خود بزنیم و به کمک خیر و نیکی را برای نسلهای آینده به ارمغان آوریم
In yon northern quarter of our fair abode, there lies a realm of fertile lands, a verdant tapestry wrought by the hands of toil and time, which do bear a striking resemblance to the rich agrarian swaths of yonder neighboring village. These fields, a living manuscript of our history and culture, whisper tales steeped in the wisdom and prudence of those humble folk who, ages past, did sow the seeds of their legacy within this hallowed earth. Such villagers, noble in their endeavor, embraced the art of equitable division, striving in labor upon these generous tracts, thus not only enriching their spirits but also nurturing the very roots of their societal and economic existence. Yet we, the inhabitants of this denser hive—who more oft turn our hands to the rearing of beasts, perceiving these fertile expanses merely as common pasturage—find ourselves estranged from the bounteous rights and heritage entwined with them, engendering an unseemly discord in our shared tale. As the tempest of the Iran-Iraq conflict arose, alas! Some among our fellowship, heedless of communal rights and the decorum of our society, did encroach upon portions of these lands, their actions a grievous testament to their neglect of our collective consciousness and a lamentable misunderstanding of the solemn pact of rights. The vicissitudes of these recent decades unveil a stark truth: that wisdom and sagacity, in the face of tumult, betray not their noble essence to the whims of fervor and folly. In these latter days, the emergence of inequitable positions, wrought from the chasms of legal ambiguity, hath destabilized the delicate equilibrium of individual and communal rights, thereby thrusting our abode into a maelstrom of contention. In the midst of this chaos, the Department of Roads and Urban Development, laying claim to dominion over these lands, finds itself ensnared in contradictions of its own devising, fabricating falsehoods to cloak its errant assertions, thus succumbing to a self-imposed plight. Such a state of affairs portends ill not solely for the vigilant and law-abiding souls, but may also foster disarray and strife among those who hold their connection to this land dear. Henceforth, as a collective of enlightened minds, we are resolved to engage earnestly with the council of our province, to meticulously and judiciously deliberate upon the reins of governance, for we firmly believe that reason and prudence must yield an equitable resolution restoring these lands to their true rightful stewards. Absent such rationality, the specter of illegitimacy may loom large, and the neglect of communal rights may cast a long shadow over our daily lives, summoning us to grapple with a deeper challenge still. Thus, we must hasten to ponder with clarity and ethical reflection the realities that confront us, so we may sow the seedlings of our aspirations upon the venerable trunk of our human interrelations, crafting a legacy of goodwill and virtue for the generations that follow, as we strive to ensure that the fruit of our endeavors nourishes not only the present but also the yet-unsung cadences of futures waiting to unfold.
